Russia and Ukraine to hold talks in Abu Dhabi on Nov. 10-11

The U.S. will mediate, and the Kremlin says it will send a delegation. The agenda includes postwar security, not only a cease-fire.

Russia and Ukraine will negotiate in Abu Dhabi, the capital of the United Arab Emirates, on Nov. 10 and 11, with the United States as mediator. U.S. special envoy Steve Witkoff set the dates on X on Monday and called the talks "working-level."

The agenda covers postwar security arrangements, de-escalation, humanitarian issues and the next steps toward peace, according to Witkoff.

A Russian delegation will travel to Abu Dhabi for the three-way meeting, Kremlin spokesman Dmitry Peskov told reporters Tuesday. Vladimir Medinsky, an adviser to President Vladimir Putin, will lead it. Kyiv has not said who will go for Ukraine.

Medinsky led Russia's delegation at the 2025 talks in Istanbul. Abu Dhabi has hosted U.S.-Ukraine-Russia rounds before, in late January and on Feb. 4 and 5.

The round fills in what Ukrainian President Volodymyr Zelenskyy previewed on Saturday: a three-way format in the first half of November, with no venue or date. With the Kremlin on board, this is the first firm date.

What comes out of Abu Dhabi will bear on energy and grain prices, in Mexico as elsewhere, but so far there is a call for talks and no agreement.
