US restricts visas for more than 15 migrant caravan organizers

The State Department gave no names or nationalities. Anyone who joins a caravan and later applies for a visa will face extra scrutiny.

The U.S. State Department has restricted the visas of more than 15 people it links to organizing or promoting recent migrant caravans, according to a statement from spokesman Tommy Pigott dated Thursday. The steps were taken over the past week.

The statement does not identify those affected or give their nationalities, and it does not say how many visas were denied and how many revoked. It does not say whether any are Mexican, or which caravan prompted the move.

Washington says its investigations indicate the people named recruited migrants and led them in large groups from Central America and through Mexico toward the U.S. southern border.

Anyone who takes part in a caravan and applies for a visa will face additional scrutiny.

The department warned that it can refuse or revoke the visa of anyone who organized or joined a caravan. It added that crossing the border without authorization breaks the law and can lead to arrest, detention, deportation and a ban on reentry.

The tool is not new. It rests on a policy of restricting visas for anyone who knowingly facilitates illegal immigration, which the Trump administration announced in March 2025 and had already used against executives of a Mexican transport company that December.

Caravans cross southern Mexico and often set out from Tapachula, in the state of Chiapas, so the warning reaches anyone organizing or accompanying them from Mexican soil. The action is an immigration penalty, not a criminal one: the statement announces no arrests.
