INE receives plan for Mexicans voting from abroad in 2027
A commission presented its program for voters living outside Mexico, and the electoral council ratified its outreach strategy.
Mexicans living abroad who come from states with elections in 2027 now have a road map from the National Electoral Institute (INE). Its General Council on Thursday received the 2026-2027 work program from the temporary commission in charge of that vote, and ratified the 2025-2027 Comprehensive Strategy for Promoting the Vote.
The program will guide the oversight, follow-up and evaluation of voting from abroad. The strategy handles outreach to migrant communities. Together they take in 11 governorships, migrant seats in the legislatures of Mexico City, Jalisco and Oaxaca, and local seats in the State of Mexico, plus actions for a possible popular consultation in 2027.
The program rests on four axes:
- How voting is organized for people outside the country.
- How the INE promotes the vote and keeps ties with migrant communities.
- Coordination with the Foreign Affairs Ministry and local electoral bodies.
- A study of proposals to widen the ways people can take part.
Councilor Frida Gómez Puga chairs the commission, with councilors Rita Bell López Vences, Arturo Castillo Loza and Uuc-kib Espadas Ancona. Living outside Mexico, Gómez Puga said, "keeps many ties alive with family" and with home communities. The INE gave no registration dates for the voter list of residents abroad.
The council also told its executive board to redraw the boundaries of Bahía de Banderas, in the state of Nayarit. The municipality has more than 150,000 people on the voter rolls, but its current map has nine districts while its city council is set to have 11 seats elected by plurality. A review committee will weigh the parties' technical and mapping proposals.
The session also covered the INE's oversight caseload. In 2026 its oversight unit received 162 new complaints and sent 224 cases to the General Council, which resolved 224 files. Another 411 matters are still being processed, and 27 rulings have been appealed, three of them undecided.
| Outcome | Files |
|---|---|
| Dismissed | 92 |
| Unfounded | 40 |
| Upheld | 39 |
| Partly upheld | 31 |
| Closed without a ruling | 22 |
Between 2016 and 2026, the INE resolved 5,849 sanction proceedings.
